- Compulsory attendance applies from the school year in which a child is five before September 1 until the 17th birthday or high school graduation; a parent may elect not to enroll a child in kindergarten if the child is not six by September 1. Checked Oct 19, 2026.
- Under all three options the parent must hold at least a high school diploma or GED, the instructional year is at least 180 days, and the curriculum must include reading, writing, mathematics, science and social studies (plus composition and literature in grades 7–12). Checked Oct 19, 2026.
- Option 1 adds district-facing duties: a 4.5-hour instructional day, records the district may inspect (plan book/diary, portfolio of work samples, and a semiannual progress report with attendance submitted to the district), library access, and annual statewide testing for the student’s grade, administered by a certified district employee. Checked Oct 19, 2026.
- Option 3 records are kept by the parent-teacher: a plan book/diary, a portfolio of work samples, and a semiannual progress report including attendance. 1st grade in South Carolina: the learning-to-read year
First grade is the first “real” school year for many families, and the anxiety is usually about reading: phonics, fluency and whether your child is keeping up. That is why the priced 1st-grade stacks below are built around reading and early maths, not around copying Kindergarten or 3rd-grade prices. The online-led stack uses Time4Learning PreK–5 (covers 1st grade, re-verified Oct 19, 2026); the book-led stack uses Grade 1 / Level 1 products (Master Books Grade 1, The Good and the Beautiful Level 1, Dimensions Math 1 and an optional All About Reading Level 2 add-on), each priced from the publisher or official store on Oct 19, 2026. National curriculum prices do not change by state — what changes by state is the legal, testing and record-keeping section on this page.
Reading readiness in practice: expect short daily phonics or reading practice, lots of reading aloud, and maths with objects before worksheets feel easy. If reading clicks late, that alone does not mean the stack failed — check progress against the programme’s sequence and your state record (portfolio, progress report or evaluation where your state requires one), not against a single week.
Why South Carolina is different
South Carolina reported 39,767 home schooled students in 2024–25 (SC Department of Education Home Schooling Headcounts, a January 30 snapshot of actively enrolled students — families joining after that date are not in this count). Checked Oct 19, 2026. Population source.
1st grade in South Carolina: your option decides testing — Option 1 means annual statewide testing for this grade administered by a certified district employee; Options 2 and 3 mean checking your association's own assessment standards, since those students are not eligible for the Option 1 state assessments. Whichever route, run the 180-day year and keep the plan book, portfolio and semiannual progress report current. Any test or association cost is separate from the curriculum stack totals above (not included).

| When | What to do |
|---|---|
| Before you start | Pick Option 1 (district approval), Option 2 (SCAIHS) or Option 3 (association with 50+ members) and complete that route’s registration. |
| Across the year | At least 180 instructional days in reading, writing, mathematics, science and social studies; Option 1 also requires a 4.5-hour day. |
| Twice a year | Semiannual progress report with attendance (filed with the district under Option 1; kept by the parent-teacher under Option 3). |
| By January 30 | Associations report member counts and grade levels to districts (done by your association, not by you directly). |
| Option 1 only, annually | Statewide testing for your student’s grade, administered by a certified district employee. |

State money in South Carolina — ESTF is not an Option 1–3 top-up
Students home schooled under Option 1, 2 or 3 are not eligible for South Carolina’s Education Scholarship Trust Fund (ESTF), according to the SC Department of Education ESTF FAQ checked Oct 19, 2026 — so for a family in one of the three options, the full stack total above is the honest budget.
The same FAQ says some families educate at home under ESTF itself (the signed ESTF agreement satisfies compulsory attendance, and ESTF can pay for curricular materials and other listed expenses), but that is a different legal route from Option 1–3 homeschooling, not money added to an Option 1–3 stack. We do not quote an ESTF amount here — verify current eligibility, amount and expenses on the official ESTF pages before budgeting. Checked Oct 19, 2026.
